H.E. MR. DEEP KUMAR UPADHYAY
AMBASSADOR EXTRAORDINARY AND PLENIPOTENIARY OF NEPAL TO
TO THE REPUBLIC OF INDIA
Ambassador of Nepal to the republic of India H.E. Mr. Deep Kumar Upadhyay was born to a middle class Brahmin Hindu family in Kathmandu, Nepal on 24 September, 1949. He holds a Bachelor of Arts degree (1973) from Tribhuvan University of Nepal.
Ambassador Upadhyay is married to Mrs. Mithula Upadhayay. They have two daughters and one son.
Ambassador Upadhyay has had a distinguished social political career which he began as a Chairman (elected) of Village Panchayat in 1974 serving in progressively as the Member of the District panchayat in 1976. He actively participated in democratic movements in 1979,Parliament1990 and 2006 towards the establishment of Multiparety Democracy in Nepal.
Mr. Upadhayay was elected as the Member of Parliament (House of Representative) in 1990 FROM Kapilvastu-2. Thereafter, throughout the 1990s, he served in the Parliament as member in various committees. He worked as a Member of the Finance Committee from 1990-1993. He was appointed as a Chairman of the taskforce of postal service in 1991. He was re-elected as a Member of Parliament (House of Representative) in the Mid-Term elections of 1993. Consecutively, he was a member to the
Public Accounts Committee from 1994-1997 followed by nomination as the Official acting Chairman of the Public Accounts Committee of the Parliament from February until April 1998. In April of 1998, he was appointed as the Minister of State for Finance until November, 1998.
Mr. Upadhayay spent his four successive (1994/1999/2005/2010) working as the Member (elected) of the Central working Committee of the Nepali Congress Party. He was the Minister for Tourism, Culture and Civil Aviation between March 2004-April 2005. He oversaw the successful organisation of 2nd World Buddhist Summit in Lumbini, birthplace of Sakya Muni Buddha. In 2008, Mr. Upadhyay was elected as the Member of the Constituent Assembly of Nepal after winning from the constituency, Kapilvastu-1. His contribution to the legislative parliament was eminent as a Member of the Public Accounts committee from 2008-2012. His party, the Nepali Congress, appointed him as the convener of Finance and Industry Committee in 2012 where he successfully contributed to the success of the 12th General Assembly of the Nepali Congress. Mr. Upadhyay is a recipient of the Subikhyat Sewa Padak (1982) and was decorated with Gorkha Dakshin Bahu-First (1998).
It has been continuous 45 years of effort and contribution that Mr. Deep Kumar Upadhyay is making to serve the people of Nepal. Due to his social and political background, he has had a good cross section relationship between the political parties and different vocations of the society and his dynamism in being able to interact with them for social and political Reforms and common national adjectives. He is counted among one of the pioneers of constructive in the current social political context of Nepal.
